In our lab, the Suite 5.1.1 update fixed the panel issues most people saw with the 5.1.0 release, but clearly, there are some cases where it's not working. But what worked for me was to download the Plug-in Suite 5.1 update and after it installed I have all the menu items now in the onOne Panel and everything is working fine.
